Network License Error: User name does not have permission (2:9,0,0,0)

Description

This error “Network Error: User name does not have permission (2:9,0,0,0)” occurs when you try to launch ER Studio Data Architect or any other Embarcadero software. This error can be caused by any of the following reasons:

  1. The end user was not named properly at the ELC.
  2. There is an error on the family products that was selected when the ELC administrator added an entry for the user at the Named Users tab under ELC Administration.
  3. The named_####.slip license file was not placed in the right folder on the user’s machine.
  4. The named_####.slip license file has not been updated at the ELC and the product selected does not match with the product that the end user has installed.

Steps To Fix This

The first thing we would recommend you to do is to verify that the user name added to the Named Users tab at the Enterprise License Center is the machine login name of that user.

You may verify exactly what user is trying to borrow a License from the ELC by going to the server/machine where the ELC is installed, and go to the ELC installation folder:

C:\Program Files\Embarcadero\ELC5.xx\LicenseCenter\conf (.xx represents the minor version released)

Once there, please look up the file “Info.log”. This file will show every entry from a user trying to borrow a license from the ELC. Please scroll down to the bottom of the file where the most recent entries are.

Therefore, would you please verify that your user was named at the Enterprise License Center (ELC), by going to the Named Users tab and look up for your user name. If your username is not listed, please Add Entry > Enter your username (machine login name) > Finish > Save to file.

If your user was already named, please go to the folder below and verify the named_####.slip is placed there:

C:\Programdata\Embarcadero

* Note: this is a hidden folder that you will need to enable beforehand through the File Explorer to see it.

c:\users\<user>\AppData\Roaming\Embarcadero

If the issue persists, please provide us with the following information to investigate further:

  • The registration folder:
    • c:\users\<user>\AppData\Roaming\Embarcadero
  • The following folders where the ELC is installed:
    • C:\Program Files\Embarcadero\ELC5.xx\LicenseCenter\conf
    • C:\Program Files\Embarcadero\ELC5.xx\LicenseCenter\logs
